This is the early model of the piccolo throw off, with the shorter square-ended lever. It was replaced somewhere around 2002-3 for the model with the  model with a longer tapered "finger" that gave the drummer a bit more leverage. 

There's no butt-end adjustment with the piccolo throw-offs.
